Poor Rice Program is the policy of the government rice subsidies intended for the poor and low-income communities are listed in the list of Target Households. Implementation in the village Pagelaran in the District Pagelaran of Pandeglang Regency it experienced deviation. This research aimed is to know the implementation of Poor Rice Program in the village Pagelaran of Pagelaran District of Pandeglang Regency. This research use descriptive method that is a mixture of quantitative and qualitative approace. Data obtained through observation, interviews, and literature studies. These results indicate that the deviation of the implementation of Poor Rice Program in the village Pagelaran that is : (1) Raskin recipients not only family heads of who are registered in the Target Households, also head of family who is not listed in target households. (2). The amount of rice received by RTS are not as they should be, that is 15 kg per month.
